Providing Safe and Loving Foster Homes

Love2 Care Inc. is a foster family care agency PA 55 code 3700 located in Upper Darby, PA. If there isn’t enough space available at the Love2 Care home, our agency can help place children in foster homes and assist with the loving care and treatment the children will receive.


The foster parents and family members in the foster homes will be trained by the Love2 Care team. Love2 Care will assist in preparing foster families to provide foster care in their homes. The team will do an initial home evaluation to make sure that guidelines for foster care can be met.


Foster Home Guidelines


Love2 Care agency will ask for the necessary documentation to see if the family is financially suitable to service foster children. The agreed subsidy payment must not be used to support the family's needs but be a support to the children that are being fostered. It can be used to help with the financial increase of the household, food, utilities, toiletries, etc. but not solely needed. The financial documentation should consist of 6 months of paystubs or income statements, 6 months of utilities, bills mortgage or rent receipts, bank statements, proof of all income for the household, car insurance, car registration, homeowners, or rental insurance.


If there are pet members in the home the family must show proof of vaccination and good health of the animal.


A family service plan is put in place to move forward, with the intention that the home will comfortably welcome foster children.


Foster Home Parent Requirements


Love2 Care will provide the foster home caregivers with an orientation to discuss the philosophy, practice, roles of the foster parent, policies, and procedures of the agency for bathing, visiting, medication administration, and discipline.


All foster parents and household families will be trained according to regulation 3700 to be foster care homes with certified foster parents. We will submit background clearances, PA child abuse and PA criminal background checks, FBI fingerprint, NSOR, and CPSL-mandated reporter training. A health assessment with communicable disease clearance will need to be conducted initially and annually after certifying the individual and the home. CPR, first aid, and fire safety training will be included for all household members 14 years and older.


Foster Care Training


We will provide an initial training to introduce foster care and parenting foster children. These training will consist of creating an emergency plan for your home, child grievance, civil rights, documentation of complaints, positive discipline procedures, incidents and reports, sleeping arrangements, shaken baby syndrome policy, CPR, first aid, medication administration, addressing foreign behaviors, allergies, what to expect, what the child can expect, personal care consisting of diapering, bathing routines, mouth hygiene, haircare, skincare, and sharing my home.


Training will occur prior to certifying the home and annually. The families will train a total of 40 hours annually. Documentation of these trainings will be in foster parent files. We will continue support to the families with training periodically if issues or concerns arise that need support or addressing.


In addition, there will always be staff on-call for any overnight issues, concerns, or middle-of-the-night placements. There will be a 24hr 7days week on-call phone line to catch every call.


Child Placement


When the county agency calls with children the Love2 Care agency will check their database of the families they have and the space in the home. We will review the information about the child and pair the child with the best-suited family according to the acceptable criteria, age, sex, and religion so that we don’t cross lines of acceptance.


Foster homes will be visited by the Love2 Care twice a month and one of these visits will be checking for safety.


Support From Love2 Care


Annual training for the foster parents to be certified by Love2 Care Agency will be 40 hours annually to provide this care according to the Pa.55 code 3800 regulation.


We plan to have a social worker within our team in our agency to work with the foster care children, and the parents with visits in their home alongside the state and the family court to meet the desired goals set for the children. Our agency will transport and supervise visits with parents.


The administrative staff will keep inventory records of the children’s personal belongings when transferring homes.


Our agency will have quarterly safety checks to make sure the family is complying, and the children's needs are being met.


There will be monthly meetings with other foster parents within our agency for support and ideas to help with transitioning children into the home and future placements. Love2 Care will be responsible for setting up visits with the county's agency and parents and collaborating on the transport and supervision of the visits with parents’ reports will be conducted.
